A.K.A. Bucky, Зимний Солдат,
Hair/Eye: Brown / Brown.
First Impressions
Hopes are high that he will be a successful operative. I believe, because he walks and talks just like them, because he exudes "America" with his every breath, that the enemy will never see him coming.
Bucky is a dark-haired man in his early thirties with a quarterback's build and a John Q. Public smile. He has no obvious scars or tattoos except a giant metal arm, which he can hide use fancy metal arm technology to make appear as a normal limb. If I don't specify, feel free to have your character can notice the arm, or not, depending on what seems most fun. He lets his hair get long when he hates himself, it's like a really greasy mood ring.
Bucky is a natural extrovert and in his better moments can hold a conversation with a stranger. He can also be terse and glowering. He is a career soldier and carries himself like it. Bucky often sticks his hands in his pockets, but when he doesn't he can make big expressive gestures with his hands.
Bucky's fashion sense is conservative and uninteresting, and he favors neutral tones and long sleeves. He speaks with a American accent with no particular regional tells, the result of an Army brat background. He drops his g's a lot in comics but I don't always write that out in rp— you can assume his diction ain't great.
Abilites
FIGHTING AND STUFF. Bucky's been trained to perform non-logical feats of acrobatics and punching since he was a teenager. He is a master of unarmed combat, various weapons, and has previously kicked machine-gun wielding gorillas in the face.
SPYING. Even during WWII, this Bucky was a scout and infiltration specialist. In the modern day he's spent time working as an off-the-books operative for SHIELD and Nick Fury. He can speak at least four languages, and is very good at getting himself captured on purpose.
ROBOARM. The robolimb is on it's fifth or sixth upgrade by now— it's listed as being able to lift two tons. It also carries EMP pulses, some kind of electroshock jolt effect, and he can control it mentally when it is detached from his body. Comics.
INFINITY FORMULA. This is a dangling plotline, hooray! Maybe Bucky doesn't age anymore, maybe he will begin to rapidly age into a husk of himself in a few months time!!
ABILITY TO OPERATE A SMARTPHONE. Aw yeah modern technology.

Here's a brief summary of things available to via Meadowlark's memory share/dream mechanics. Bucky probably won't willingly share his most traumatic memories, but his dreams are canonically a Steranko hellscape.
i. early years
— Bucky grew up an army brat during the Great Depression, moving all over but spending the most significant time at Camp Lehigh in Virginia
— His mother died of an undisclosed illness when he was 9, and his father died a few years later in a parachute accident (that's why he hates heights)
— For some reason the military decided to let Bucky live on base as a general menace, and he made money smuggling in titty magazines and cigarettes, plenty of hijinks here
ii. the big one
— Bucky was a bonafide kid sidekick from the ages of 16 to 20, wearing his underwear on the wrong side of his pants and suchlike, please laugh at his outfit
— As a member of the Invaders he fought a wide variety of nonsensical WW2 supervillain foes, including rogue Atlanteans, Nazi magicians, a traitorous British vampire called Baron Blood, frost giants, the Red Skull, et cetera
— He also did a lot of more grounded missions all around the European theater of war, with the Howling Commandos and with normal soldiers. Specifically Bucky was a scout, and specialized in infiltration and was a highly trained special forces soldier
— Specifics might include being tortured by Baron Zemo on his secret island, the mission to Kronas with the NKVD, aiding concentration camp escapees in Poland, and also that time he blew his arm off on a drone plane
iii. the winter soldier
— From roughly 1945 through the 1980s, Bucky was a brainwashed Soviet operative
— The Winter Soldier operated everywhere, from Europe to China to the Middle East, though after the 1970s he was kept from working on American soil
— Memories from this time are mostly about killing people, often innocents, sometimes in brutal ways, but also occasional times when he went off the reservation and even a forbidden romance
iv. since then
— Fighting bears in Siberia, being Captain America, jail, space???
Generally because comics are nonsense there is probably a given scene that can incorporate whatever tone you want to go for, and I am happy to invent a historical scenario if one doesn't exist. I have a pretty extensive knowledge of canon Bucky's major themes are war, guilt, service, agency and redemption, and obviously there's a lot of possibility for creative anachronism.
